Description of Responsibilities :

The Alakaina Foundation Family of Companies (FOCs) is comprised of industry-recognized government service firms designated as Native Hawaiian Organization (NHO)-owned and 8(a) certified businesses. The Family of Companies (FOCs) includes Keaki Technologies, Laulima Government Solutions, and Kūpono Government Services. Alaka`ina Foundation activities under the 501(c)3 principally benefit the youth of Hawaii through charitable efforts which includes providing innovative educational programs that combine leadership, science & technology, and environmental stewardship.

Laulima Government Solutions is looking for qualified Child and Youth Behavioral (CYB) Military and Family Life Counselors (MFLCs) to work on one of our contracts located in Oahu, HI. CYB MFLCs will provide face-to-face, worldwide support through either rotational, surge, or on-demand assignments. Rotational assignments provide counseling support up to 12 months. Surge support is provided for a specified period of time of up to 90 days. On-demand support is provided for a specified period of time, typically one to three days. Camp support is one to seven days for short term camps, and up to three months for long term camps.

The Counselor is a licensed mental health professional who exercises discretion and independent judgment to provide appropriate information, coaching, training, and education

concerning military-connected children to service members and or child-development center or school staff. Direct non-clinical services to

children and adolescents ages 2-18 are also provided by the CYB Counselor.

The Counselor provides face-to-face non-clinical problem solving counseling to families and makes appropriate referrals and warm transfers

to military and community resources according to the needs of military-connected children, families and service members.

  • Reaches out to families with children to conduct non-medical needs assessments and provides supportive, non-medical counseling services to families/parents, such as parenting and child development education (ages 0-18), suggestions for behavioral interventions, non-medical counseling, recommendations for referrals and other services as appropriate, etc.

  • Provides age appropriate activities-based programs to young children and adolescents on topics such as identifying feelings, problem solving, bullying, conflict resolution, self-esteem, coping with deployment and reunification, sibling/parental relationships, anger and time management, separation from parent(s), divorce, health and wellness/self care, etc.

  • Facilitates psycho-educational discussion groups for older children and adolescents

  • Provides consultations, trainings and educational presentations/workshops for parents, school staff, child-care professionals, and other community groups on topics such as child development, behavior management, burnout and self-care, effects of deployment and reunification on children and youth, recognizing behavioral indicators of stress in children and youth, etc., including the following activities:​ Provides feedback on outreach efforts and tracks services performed and referrals made.

  • Advises on behavioral and psychotherapeutic training and education programs and materials requested by military personnel and commanders.

  • Completes and submits all required documentation.

  • Evenings and weekends required • Other duties as assigned.

Rotational and Reserve Component counselor daily activity shall reflect an average minimum of 5 hours daily of providing in person counseling and 3 hours of ancillary activity daily in an 8-hour day. An in-person counseling activity is considered to occur when the counselor engages a participant, determines the participant is in need of counseling, and provides the limits of confidentiality statement to the participant. Ancillary activities may include but are not limited to consultation with a commander or with another provider or staff (Family Center Director, chaplain, Principal, School Liaison Officer, teacher, Camp Director etc.) about how to enhance resiliency, conducting briefings and presentations, or providing referral resources to a participant outside the context of a counseling session.

Degree/Education/Certification Requirements

  • Master’s Degree in clinically relevant field from accredited university required.

  • License/Certification: Possess and maintain a full license to practice independently at the Master's or Doctorate level as a Clinical Social

Worker, Marriage Family Therapist or Psychologist without restrictions or supervision (i.e. LCSW, LISW, MFT, LPC, etc.) Assignments will

require a full license to practice independently in the state where the assignment is located.

  • Government Security/Clearance/Citizenship Requirements: Requires US citizenship and current security clearance

Required Skills and Experience

  • Must be U.S. citizens, and must speak fluent English.

  • Position requires a Secret clearance. Personnel who have previously received an acceptable NACI/CNACI check in the last five years shall provide proof to the prime Contractor prior to performing under this contract.

  • Minimum two years post-license experience working with families and children required.

  • Experience with groups of young children and adolescents in clinical or school

setting.

  • Experience providing activities based psycho-educational programs to children and adolescents.

  • Experience preparing and presenting educational and informational presentations.

  • Six months direct experience as CYB MFLC preferred. A direct association with the

military is preferred but not required
